Abstract

Standardizing underwater workforce competency represents a vital strategic imperative to guarantee structural integrity and execution safety for national strategic infrastructure projects. This research analyzes the strategic role of the Naval Diving and Underwater Salvage Command (Koppeba Koarmada RI) in establishing competency certification for subaquatic technical personnel supporting the Giant Sea Wall megaproject. Utilizing a qualitative single case study design, the study integrates semi-structured interviews with naval commanders, vocational directors, and public works officials, direct facility observations, document reviews, and qualitative thematic coding via NVivo 15 software combined with IFAS-EFAS SWOT matrices. Empirical findings identify critical technical capacity gaps, evaluate training facility readiness, and establish a synergistic certification model linking Koppeba, vocational higher education, and industry contractors. Institutionalizing Koppeba as a national subaquatic certification center serves as a vital cornerstone for workforce sovereignty and national resilience
