Abstract

Implementation of Green Tourism Governance in Tojo Una-Una Regency: Policy, Governance, and Ecosystem Sustainability Analysis  The purpose of this study is to analyze the implementation of green tourism governance in Tojo Una-Una Regency, identify the factors that influence the application of green governance in sustainable tourism, and formulate optimal development strategies based on SWOT analysis and the internal and external conditions of the region.  This study uses a qualitative approach with a descriptive-analytical design. Data were collected through in-depth interviews with 24 informants from various stakeholders (government, local communities, business actors, academics/NGOs), participatory observation, and Focus Group Discussions (FGD). Data analysis was conducted using the Miles and Huberman interactive model, complemented by SWOT analysis, the Internal Factor Analysis Summary (IFAS), and the External Factor Analysis Summary (EFAS). This research was carried out in Tojo Una-Una Regency, specifically in the Togean Islands, during January-June 2024.The findings show that the implementation of green tourism governance in Tojo Una-Una Regency has made significant progress with Regional Regulation No. 7/2013 regarding RIPPARDA, which regulates sustainable tourism. ESG (Environmental, Social, Governance) principles have been applied through community involvement, transparency, and accountability. The local wisdom of the Bajo tribe, especially the bapongka tradition, plays an important role in marine conservation. Tourism has had a positive impact on the local economy with 27,000 visitors (3,600 international tourists) in 2023. IFAS analysis produced a score of 2.40 (moderate internal position) with key strengths being Togean Islands National Park and the largest coral reefs in Indonesia. EFAS analysis shows a score of 3.44 (very responsive) with significant opportunities from the global sustainable tourism trend. The main challenges include limited infrastructure, low quality of human resources, and the lack of waste disposal facilities in the Togean Islands. In conclusion, Tojo Una-Una Regency is in a strategically growing position with very supportive external conditions, but it needs to strengthen its internal capacity. The implementation of green tourism governance has developed by involving various stakeholders and integrating local wisdom, but it still faces challenges in infrastructure and human resources. Strategic recommendations include strengthening destination carrying capacity regulations, increasing local community capacity, developing multi-stakeholder partnerships, setting up participatory monitoring systems, and integrating local wisdom into official policies. The pentahelix model involving the government, communities, academics, businesses, and media has proven effective in supporting sustainable tourism governance
